2.   Minutes of 19th July 2021 Meeting

Minutes of the Zoom meeting on 19th July 2021 were agreed as accurate.

3.     Cart & Wagon Shed Update

There is no further progress and the facility is unlikely to be open before Spring 2022.

Pam Deakin to contact CIC regarding proposed usage and opening times, each of which impact local residents:

Robert Fowler to contact Alan Richards at SBC regarding project status.

It is noted that the external areas are showing deterioration.

4.     S106 Handover Update.

No further news. The transfer is waiting for Land Registry to complete. 

The possible completion date of 11th August 2021 has passed: We will continue to chase SBC and Land Registry.

5.     Report from Managing Agents, Fowler & Spenceley.

Robert Fowler presented the report from the managing agents.

Horseshoe Crescent garages will be painted in Spring 2022 and low-level damp in the older blocks will be remedied in 2022, working with contractors. Sec 20 will be actioned as the cost is expected to exceed the budgeted append. There is an issue with 2 blocks, and separate progress will be considered.

Ongoing dispute re Parade Walk damage to a parked car: Robert noted that Fowler & Spencely had not given permission for the parking.

Residents have been informed by City Fibre that broadband cable installations will take place across the Garrison in the near future. Fowler & Spencely has tried to contact City Fibre to get more information about works in the private roads and making good. So far there has been no response and a Recorded Delivery letter has been sent to the CEO of City Fibre.

There is no information as to who will benefit from the installation.

6          Notification of Consultation on Planning from SBC

SBC has issued a new Local Plan which is available online. Comment online or email to localplan@southend.gov.ok.  Replies by 5pm on 26th October 2021

7   Date of AGM 2021

AGM will take place on 29th November 2021. 

8          AOB

There has been anti-social behaviour on Mess Road relating to drug use: police have been informed and have increased patrols.

There have been 2 incidences of fires lit on open ground in Gunners Park and in front of the cricket pavilion, where shutters from the scorebox were removed and burnt.

The Committee wished Chris Coomber a speedy recovery following his recent surgery and hoped he would be back soon.  Best Wishes Chris.

3.     Cart & Wagon Shed Update

A bicycle shed has appeared in the car park.

There is no further update on the progress of the outstanding legal technicalities.

Land Registry has advised that their earliest completion date is 11th August 2021.

5.     Report from Managing Agents, Fowler & Spenceley.

Michael Stiers presented the report from the managing agents.

Landscaping:

Ongoing landscaping maintenance has continued.

Tenders for blocks in Horseshoe Crescent and Chapel Road have been accepted. 

Following a tour with Chris, various areas of concern were highlighted, mostly relating to cutting back of shrubs overgrowing onto pathways.

The area behind the gate on West Road needs urgent attention: responsibility for this area to be discovered and improvement needs identified.

Schedule of Tree Maintenance requires improvement, as more maintenance action is needed.

The entrance to the Boat House still lacks a gate. The promised date and work certificate have expired without action. A serendipitous meeting between Chris, Michael and an SBC inspector next to the proposed gate confirmed that gate fitting was imminent.

6          The Rose Garden

Following the enforced removal of the Rose Garden, in response to alleged complaints from members of the public relating to the artist’s interpretive statement and her refusal to amend or remove, an article in the local press from Cllrs Moyies generated significant controversy. Following concerns that a reference to SGRA implied their agreement with the manner and fact of removal, it was decided that, apart from clarifying to the Councillors that SGRA has not commented or been contacted about the matter, no further action was appropriate.

7   AOB

The “No Through Road” sign in the Horseshoe Crescent is deemed to be a success.

Following the appearance of “travellers” along the seafront, Richard had highlighted to SBC their own bylaws regarding parking, which forbid overnight stay.

One prospective director may be leaving the Garrison. It was noted that any replacement director must be a shareholder. Future changes in expenditure, and large value disbursements, would require granting of various permissions

There has been a surge in parking complaints. When the new directors take control, it will be necessary to revisit parking controls again.

3.     Cart & Wagon Shed Update

Chris reported that there is still an outstanding legal technicality between Southend BC and directors of CIC. The lease has not been finalised. As a result, volunteers have not been contacted and applications for further funding have not progressed.

Low-level damp issues in older blocks are being investigated.

Chris will meet with Michael to inspect cobbled areas, which need attention to address some sinking.

 

6          Garrison Developments

There is no further information on sale of land at Barge Pier Road.

7          Estuary Arts Festival

The exhibits generated mixed reactions.  It was felt that the event had been poorly advertised and that volunteer guides were inconsistently helpful and informed. Feedback will be passed to Metall.

8   AOB

The sign for the Horseshoe Crescent “Dead End” is to be erected on 22nd June

Increased littering and anti-social behaviour around the Garrison were noted. 

Michael Stiers was asked to contact Southend BC again over the apparent change in rubbish collection from bins around the Southend BC responsibility areas and for details of plans for the general maintenance around these areas and East Beach.

Local councillors had undertaken to investigate various problems – for example traffic calming on Barge Pier Road: responses are awaited.

Pam Deakin was asked to contact councillors – including the new councillor - again to highlight the increasing problems caused by lack of maintenance.

2.   Minutes of 8th March 2021 Meeting

It was noted that the fifth tree in Gunners Rise had been replaced.  With this correction, Minutes of the Zoom meeting of 8th March 2021 were agreed.

3.     Barge Pier Road Land Sale

Following planning approval, Garrison Estates has put the Barge Pier Road site up for sale. Committee members have significant reservations about building on the active flood plain: it was noted that the land level of the site lies 20-30cm below the water table.

Further progress of the sale will be monitored, liaising with Shoebury Residents Association, who have gathered a large volume of technical knowledge about the flood plain status.

There was a question as to whether a S106 payment to Shoebury High School had been paid by the January 2021 due date.

4.     S106 Handover Update.

No further progress has been notified – the matter is still held up by the Land Registry. Avant Homes has promised to advise of any movement.

An introductory meeting of prospective directors has taken place. Prospective directors are

 5.     Parking and Garrison Speed Limits

Parking around the Garrison continues to generate controversy. There is an ongoing difference of view as to who can park where. It was suggested that Avant Homes should be asked whether there is a definitive map of allocated parking.

For Horseshoe Crescent, it was suggested that parking places should be numbered on the walls to show resident allocation. Their allocated spaces should be included on their leases or title documents. It was agreed that this step should be addressed before any further action can be taken. Parking matters will be put before the new Board as a priority concern for residents

The 20mph speeding restriction signs at the Barge Pier Road entrance to the Garrison is misaligned and can’t be read on entry: Southend BC will be informed.

6.     Horseshoe Crescent Signage “Dead End”

 To avoid the increase in traffic trying to exit the Garrison via Horseshoe Crescent, residents have asked for a “Dead End” or similar sign. Fowler & Spenceley will arrange.

7.     Cricket Pavilion and boundary fence repair

Police have been informed about increased problems of damage to the cricket pavilion and boundary fence.  Matthew Halls has been informed, and has asked that any incidents be reported online. Michael Stiers will contact Southend BC to request action. It was noted that Alan Richards is now in charge of Asset Management for Southend BC

8.     Report from Managing Agents, Fowler & Spenceley.

Michael Stiers presented the report from the managing agents.

Landscaping:

Chris, Michael and Peter completed a walk-round inspection of the site on 23rd March.

General ongoing maintenance has continued: the bollards in Horseshoe Crescent, which have been repaired several times, need replacing.

Fowler & Spenceley have invited contractors to tender for work on various blocks: only three contractors have tendered.

Enquiries have been received about parking policies and associated issues.

Service Charge invoices for 2021 will be distributed by Fowler and Spenceley in week beginning 26th April. Problems with new software were now cleared.

9.     Cart & Wagon Shed Update

The lease to CIC has not been received from Southend BC. No completion can take place. Residents will be informed on Facebook when further information is available. Chris will contact John Budge.

10   AOB

Chris, Richard and Cliff raised concerns about speeding on Barge Pier Road, and raised the possibility of traffic calming measures.

Cliff had contacted Cllr Wakefield regarding incomplete fencing on the seafront in front of Outlook, highlighting Southend BC’s duty of care regarding access to the beach. Cllr Wakefield is pursuing the matter. Chris has contacted Martin Warren about the need for a gate at the Boat House entrance steps.

Minutes of the AGM of 30th November 2020 were agreed; to be formally signed off at 2021 AGM

3.     Cart & Wagon Shed Update

  • The café is due to open in early Spring. Organisation for transfer of documents from the late Major Hill’s archive is under way.

Horseshoe Crescent and Chapel Road

Sec 20 work on Horseshoe Crescent and Chapel Road blocks are due to take place shortly, with a 22nd March deadline for receipt of tenders.

: The Cricket Pavilion, Scorers’ Box and fence posts are deteriorating rapidly. Michael agreed to contact Southend BC.

The maintenance budget for 2021 was delayed in anticipation of input by the new directors: to avoid further delay it will now be distributed by Fowler and Spenceley

6.     Parking:  Boundary Way turning circle and Garrison parking

The turning circle in Boundary Way is constantly used as parking space, causing substantial damage to verges by delivery vehicles.

Parking throughout the Garrison during lockdown has been excessive, chaotic and dangerous.

The Private Road signs from Mess Road have been torn down.

The Committee agreed that the way forward is to request a meeting with Southend BC to try to devise a coordinated approach to parking restrictions on private and adopted roads. Chris to arrange. 

7    Anti-social behaviour: Gunners Park SearchLight Emplacement and Mess Road

There has been continuous nuisance in the evening and nightime, with reports of dealing drugs and other unsavoury behaviour. The Emplacement building has suffered damage, and the Boat Shed has had doors damaged again with an increase on numbers going onto the beach at night via the ungated gap in the boundary fence and beer bottles and other detritus thrown into gardens. Cliff has contacted Cllr Wakefield and police have attended on several occasions

Richard will contact the police again.

It was suggested that Metal should be contacted regarding the potential use of other buildings in Gunners Park for the Estuary Festival, to alert them of the present situation

8    AOB

The proposed development in Barge Pier Road has generated significant opposition. It is felt that the ground works alone are going to be disruptive and lengthy.

Cllr Ward has advised that there is considerable remedial work required on East Beach.

The bollards on Horseshoe Crescent are poorly repaired and require new concrete A manhole in front of The Cottages in Mess Road requires attention. Both items were noted by Michael Stiers

Phil confirmed to Chris that no payments from SGRA were needed

2               Minutes of 2019 Meeting

The minutes of the 2019 AGM were adopted as correct by Chris Coomber, seconded by Richard Spence.

3               Matters Arising

4          Chairman’s report

The full report is available on the GRA website.

Chris Coomber welcomed the participants to the 12th AGM.

It was noted that GRA membership is open to all residents, both owners and tenants. Since formation in 2008, GRA has played an active role, working with the developers, their management company – SGMCL - and managing agents - currently Fowler & Spenceley – on property maintenance, service and estate charges, parking issues and site maintenance. It has maintained contact with Southend BC Planning Department, Parks & Leisure, Essex Police and English Heritage. It has also ensured that the developer deposited sufficient funds for the upkeep and maintenance of the Garrison infrastructure.

In a difficult year, the committee has worked with the managing agents to ensure that the estate has been maintained and improved within budgetary constraints. In spite of restrictions, landscaping has been improved significantly.

Development of the site has continued at an alarming rate:  the new Lidl is almost complete and the site adjoining Sainsburys is under way.  A planning application for a new trade park next to Lidl has been submitted and site owners are expected to submit a further application for a major development off New Barge Pier Road.  These are developments on a Grade 3 Flood Plain where regular storm water flooding over the past 25 years has never been recorded are notified to Environment Agency by the lead flood engineers, Southend Council.

Movement of traffic associated with these developments is a great concern, which was raised by GRA and Shoebury Residents Association, and will be monitored during the building phases.

Control of Shoebury Garrison Management Company Limited is finally ready for release by the developer. Current need is for Land Registry to process the transfer papers, which is delayed due to their Covid arrangements and backlog. The appointment of owner-directors can then proceed.

As the directors of SGMCL must be drawn from property owners, and all residents are automatically members of the GRA, the work of GRA will continue to be to represent all residents, lobbying ward councillors, Southend BC and other organisations.

The Chairman thanked committee member Richard Spence and Robert Fowler of Fowler & Spenceley for their perseverance in the long and tedious process.

The Shoebury Coastal Community Team, which includes some GRA committee members, previously set up a Community Interest Company, which opened negotiations to lease the Cart & Wagon Shed. Significant funding was obtained. The refurbishment progress has been delayed by Covid lockdowns but is now finished. Current target date for takeover is 1 February:  if this is achieved, the café, community rooms and some of the Royal Artillery Archive will be opened in March 2021.

 The Estuary Festival was postponed to May / June 2021.  Plans have been drawn to use other buildings within Gunners Park.

The Chairman closed his remarks by thanking members of the Committee for their work throughout the year.

 

5               Treasurer’s Report

  • GRA’s financial year runs August to August.

  • Expenses in the year to August 2020 were £70.05.  Income was £25

  • Due to receipts in prior years the retained fund stands at £837.49.

  • The expenses relate to website upkeep and printing.

6               Update on S 106 handover

 

 Robert Fowler reported that the long-awaited handover of SGMCL from Avant Homes is in final stages.  Land Registry completion of transfers of small parcels of land will end the process.  All technical issues are clear and transfer is held up by a backlog at the Land Registry. Completion is expected no later than end January 2021.

There has been a good response to the request for nomination of new directors, received from all areas of the Garrison. The current board will appoint the new directors: Fowler & Spenceley, as appointed agents of SGMCL, will contact all prospective directors for a Zoom discussion.

7               Election of Officers and Committee

In the absence of nominations, current officers and committee have agreed to remain in place until the handover is complete. It is hoped that there will be a better response from residents at that time.  The Chairman invited further offers or objections: none were forthcoming.

8               Report from Fowler & Spenceley

Robert Fowler delivered the report of the Managing Agents.

In a difficult year, despite to lockdowns and restrictions, a programme of regular inspections has identified repairs and landscaping issues for attention.  This programme will be continued in 2021.

Over the past 2 years grassed areas have received specific attention to overcome damage caused by dry summer weather in 2018/19. An ongoing programme of replanting continues.

The work recommended by the annual arboricultural survey has been completed recently. Many of the Garrison’s trees are subject to Preservation Orders, requiring local authority approval before any maintenance work is undertaken.

Mechanical sweeping of unadopted roads and associated clearance of gullies will take place on 7/8 December.  Appropriate notices will be displayed in the relevant roads.

Pest controllers have had a busy year, dealing with rodent control, wasp’s nests, bee swarms and damage caused by foxes in a number of private gardens – particularly around Horseshoe Crescent. Specialist advice has been provided to householders.

Replacement of LED bulbs in lighting columns is complete conversion fittings have been sourced for bollard lights.  These conversions, which reduce electricity usage and increase lamp life, will be carried out as and when bulb replacement is required.

Overall costs have been carefully controlled this year, and the spend is expected to be within the annual budget. Next year, modest inflationary increases are expected: however, Reserve Contribution will be reviewed to ensure that these are adequate.

External decoration of Horseshoe Crescent and Chapel Road blocks are planned:  initial consultation documents will be released to leasehold owners soon.

The agent has responded to queries throughout the year, covering neighbour disputes, noise complaints, planning issues, property sales, insurance matters and building repairs.

Other issues will be considered as they arise, and the agents will continue to liaise with residents.

9               Submitted Questions and Responses

It was noted that there was no report from Andrew Armstrong, the Gunners Park ranger. The Chairman observed that the ranger posts frequent updates on the Garrison Facebook.

(Fay Williams) Where precisely are we regarding the planning application for housing development next to the Lidl store, and is the Application / Consent contingent on inclusion of a GP Surgery /Medical Centre?

The Planning Consent is not contingent on inclusion of a medical centre. The NHS and Clinical Commissioning Group have stated that they will not build a medical centre on a flood plain.

Both councillors expressed concerns regarding the impact of future development on the road system, specifically at the Campfield Road / New Garrison Road roundabout. They have raised concerns about speeding in Campfield Road, and the movement of huge transport vehicles at the Ness Road / Campfield Road junction and adjacent to Hinguar School.

(Fay Williams) What are the views of councillors and committee regarding the proposed marina development?

Councillors opposed loss of further green space, and suggested that an offshore marina might reduce wave heights. More thought was required. It was reported that the West Shoebury councillors opposed an onshore marina, but supported an offshore approach.

(Cliff Marshall) New fencing along Parade Walk is welcomed, but is not complete and lacks gates.  Recent increases in foot traffic have generated increases in footfall on the forbidden beach and accidents, as well as causing damage to Mess Road properties.

The Paladin fencing has been found not acceptable. Further consultation has been requested.

Councillor Wakefield will propose that gates should be fitted as soon as possible.

(Cliff Marshall) Southend BC managed areas are not managed effectively, with overhanging trees, lack of leaf clearance, failure to remove grass cuttings from footpath and cycle ways – particularly on Mess Road - which constitutes a safety hazard.

Councillor Chalk will discuss the matters with Southend BC.

(Question) Following ingress by travellers groups in 2020, what steps are Southend BC taking to avoid further invasion of Gunners Car Park and Cart & Wagon Shed Car Park?

Tempered-steel high security padlocks have been fitted at Gunners Car Park These padlocks are used to protect car parks by many authorities and have proved to be very effective. Additionally, hollow barriers are to have metal and ceramic inserts to prevent sawing through. Southend BC is to consider adding cameras above the entrance barriers.

Cart & Wagon Shed car park will also have increased security measures.

(Question) What is being done about various trees in Gunners Rise car parking areas and St George’s Lane that have died?

More suitable trees will be planted.

(Various) Concerns were raised regarding proposed development on the flood plain adjacent to Barge Pier Road, which goes before the Planning Committee on 9 December 2020.

The Chairman has arranged to raise Garrison members’ concerns at the Southend BC Development Planning Committee’s Zoom meeting on 9th December.

(Question) How are Garrison buildings to be used by the Estuary Festival and what security steps are to be taken to prevent damage to the buildings?

Councillors will get more information from Southend BC

At the end of questions, Cliff Crisp proposed that the GRA should pass a vote of thanks to Lara Melville and Lana, who created a Garrison Friends volunteer unit in the first lockdown, to help anyone in need; and also to Jamie and Harry for work on restoring and maintaining the tennis courts throughout the summer.

2.   Minutes of Committee Meetings of 7th September 2020

No minutes available.

Residents continue to express concerns about the new fencing along the Coastal Path (front of Outlook). Complaints refer to unacceptable visual appearance and inconsistency with Conservation Area standards.  Chris Coomber has discussed the matter with Southend Council officers to clarify the concerns. At present, Southend Council are disinclined to change the fence.

3.     Cart & Wagon Shed Update

The Cart & Wagon Shed is nearing completion. We are expecting confirmation of completion and an in-depth report on progress with the lease early in November.

At present, it appears that the CIC is due to take over the lease early in February.

4.     S106 Handover Update.

Avant Homes has confirmed that the transfer is being pushed along as quickly as possible. Returns are expected from Southend Council, making the handover imminent.

The “New Directors” invitation letter has been prepared by Fowler & Spenceley , is approved, ready for distribution to residents. Fowler & Spenceley agreed to distribute to property owners and leaseholders.

It was noted that an owner of property in Mess Road, a former secretary of FSA, may be willing to accept nomination. Cliff will provide her with details

5.     Report from Managing Agents, Fowler & Spenceley.

Robert Fowler presented the report from the managing agents.

Landscaping:

A tree survey has been completed along private roads. A maintenance plan will be developed.

The review of box hedging will feed into an action plan to address box moth in early Spring

Cliff highlighted deficiencies in Council cutting of Commandant’s Park: leaving of cleared detritus in the cycle path presents an avoidable hazard. Fowler & Spenceley will contact Southend Council.

The deteriorated state of decoration of the Pavilion and failure to replace damaged fence posts have been raised by residents. Fowler & Spenceley will raise the issues with Southend Council.

Sweeping of roads and clearance of gullies are to take place on 7th-8th December.

Horseshoe Parade and Chapel Road: Apartment blocks are due for decoration.

7    Annual General Meeting

The 2020 AGM will be held on 30th November.

Due to Covid-19 restrictions, no public meetings are allowed, and this will be a Zoom meeting.

Due to restrictions on the number of participants who can be viewed, the potential use of a small Panel at a training facility will be explored. It was agreed that residents should be asked to submit questions before the meeting date, so that responses can be presented effectively.

The Zoom meeting will be hosted by Phil and Cliff.

AGM details, nomination forms, proxy forms, expression of interest in SGMCL directorships and reports are to be posted on the SGRA web page and Facebook. Local councillors will be informed of the intended approach.  The Gunners Park Ranger will be invited to submit a written report. Pam Deakin will arrange as required.

The Chairman’s Report, Treasurer’s Report and Managing Agents’ Report will be posted online.

Richard will prepare a report on Safety and Security of the Garrison estate.

Chris will invite participation from Doug and Barry (of Garrison Developments) to respond to questions about further development plans.

Gunnery House Residents have launched a formal appeal against Southend Borough Council regarding failure to implement restrictions and covenants applicable to the Wet Suit Centre. The complaints relate to traffic movements and dangerous parking on Hospital Road and Chapel Road.

Anti-social behaviour:

Residents are urged to keep reporting incidents involving boy racers (mostly Barge Pier Road), as this is the only way to raise awareness within the Police Authority and to get action

There has been an increase in egg-throwing at buildings in Chapel Road and Outlook Police have been informed.

2. Minutes of Committee Meetings of 8th & 18th June 2020

The minutes of 8th June were amended to note that Cliff Marshall advised thar Nick Kelly, who is familiar with planning issues, is interested in being coopted onto the committee. To be pursued.

With this amendment, the minutes of 8th and 18th June were adopted as correct.

Cart & Wagon Shed update

The Cart & Wagon Shed is expected to be up and running next year. Information so far is that the roof requires insulation. The CCTV meeting due on 24th July was postponed this morning: further update is expected later this week.

Update on S106 Handover.

Avant Homes has confirmed that

New Directors for SGMCL can be nominated and appointed. As Company Secretaries, Fowler & Spenceley can organize the process, and a letter, explaining responsibilities and requesting nominations, is ready for distribution to residents.

It was noted that a letter could be distributed with the imminent Management Fee request, or may have more impact if sent separately with a request for response within 14 days. The letter will be posted on the GRA website and Facebook pages.

Richard had contacted Sue at Avant Homes to get an update on small parcels of land which have no Land Registry title. Legally, there is the possibility to use the land for 13 years, then claim title. However, the parcels are very small and insignificantly placed.

Landscaping: Business has continued as usual during the lockdown.

Foxes: There has been a problem with an increased number of foxes becoming bolder, including

entering houses in the Horseshoe and other places. The resident who has fed the foxes despite many requests to stop, has now agreed (in writing to Fowler & Spenceley) to stop immediately. Fowler& Spenceley has taken expert advice, which is that little direct action can be taken. It was agreed that a Facebook posting would ask Residents to avoid leaving food or waste exposed.

Parade Walk: Overgrown vegetation has been pruned.

7 Revised date for Annual General Meeting

The Committee agreed that it would be beneficial to move the AGM from end-November to October, due to avoid past conflicts and difficulties with the later date. Arrangements for 2020 will be complicated by Covid-19 advice, which may not permit public meetings. Pam Deakin will contact Hinguar School to find out what arrangements may be possible.

If no public meetings are allowed, the possibility for a Zoom (or similar technology) AGM will be explored

2.  Update on S106 Handover.

The meeting was called following information received from Sue Massey of Avant Homes.

We are informed that Avant is going to transfer all assets - apart from the sea wall, which will remain in Avant’s title until agreement with Southend Borough Council is complete.

The Management Company will then have a new registered title for the estate, which will enable them to proceed with the appointment of Resident Directors, so that Avant directors can step down.

A copy of the draft Transfer has been received by Fowler & Spenceley.

The final Deed of Grant from Anglian Water remains outstanding. The document was returned by SBC to Anglian Water at end May, but Anglian Water cannot locate it. A duplicate has been sent electronically [and will be blasted to cosmic dust instantaneously – ED] and hopefully the matter will be completed soon.

The draft Transfer Document was discussed. The following questions were considered: 

a)    Various small plots are non-titled: how can ownership of these titles be determined?

No clear solution available at present.

b)    What due diligence is to take place prior to the handover?

To be agreed.

c)     What is the process and timing for recruiting new directors?

A new company will be created. New directors are required as soon as possible.

Directors must be property owners and preferably resident to ensure vested interest.

Vacancies will be advertised by letter to residents; on the website; and on the Facebook page.  Details of duties involved will be defined, with a request to identify the skills they bring.

It appears that the current directors can appoint any new directors that they deem suitable, subject to undefined checks.

d)    Financial implications for the directors?

None. Monies are held in trust by the managing agents to meet the upkeep of the Garrison estate

e)    Will GRA be obsolete?

No. GRA will continue as the voice of all residents (owners and lessees)

It is hoped that the changes will be completed by end September 2020.

Landscaping: Business has continued as usual during the lockdown.

Speed bumps in Mess Road, which were damaged, have been repaired.

Parking: Council closure of car parks has caused problems. There has been increased nuisance parking along Mess Road, including blocking of driveways and increased drug activity. Police have been informed and are patrolling intermittently.

There has been a problem with antisocial parking outside Gunnery House.  Cllr Jarvis has complained, and will meet Chris and the Managing Agents to pursue a further review of parking solutions.

Cliff noted that SBC Parks Department are not fulfilling their maintenance duties (due to lockdown?) and welcomed work by local residents Harry and Jamie who made a superb job of clearing the tennis courts.

Parade Walk: Anti-social behaviour continues, including rubbish throwing at windows. Vegetation on the sea wall banking has become very overgrown, sufficiently to shield perpetrators.

Avant Homes have been contacted and quote to cut the banks back is £160 +VAT. Avant Homes has responded that there are no funds to complete this work. It was decided that funds would be provided from Estate Management.

Parking and Traffic Issues: Camper van in Chapel Road appears to be removed

6.     Development Plans

Garrison Developments submitted a Request for Scoping 20/00740/RSO to Southend BC, proposing development of 250 homes and health centre off (New) Barge Pier Road. Garrison Developments has also informed residents of a different plan for the same site, comprising 100 houses, 115 flats, a café, pharmacy and health centre.

After lengthy discussion it was agreed that:

a)    It is not appropriate to build on an active flood plain

b)    Raising of levels by 3m (by ground infill) or 6m (by above ground structures with undercroft parking) is unsuitable for the natural and built environment

c)     Inclusion of 5-storey flats is unacceptably intrusive on existing building and adjacent SSSI nature reserves

d)    Layout of the flats and health centre, (identified as Home Zone 4 on some published documents) with access through Lidl car park, is dangerous to public well-being 

Chris to write an objection to Southend BC

Guidance will be added to the website to encourage SGRA members to make their own submissions as follows:

Objections to Planning Application 20/00740/RSO

I.      In the present circumstances it is legally impossible to hold a public consultation meeting

       before the 16th June 2020.

2.   As an active Grade 3 flood plain,  the Environment Agency’s advice of "25/2/20 by

      Sir James Bevan, Head of the Environmental Agency, stated that NO building should

       take place on a flood plain, unless it was unavoidable.

       Taking into consideration the level of completed and planned developments of residential

       housing in the Southend area and the vacant commercial units in the area, it does not

       appear to meet The EA unavoidable criteria.

3.    Reserve matters outstanding on Planning permission 15/02053/OUTM have not been

        satisfied , these related to sea wall defences south of NEW Barge Pier Road and must be    

        addressed  in the new application.

4.     Infrastructure - road layouts are not sufficient to support 250 more dwelling exiting

        solely onto Ness Road. The original road plan was approved for 485 dwellings 463

         have already been built. The road access to the Health Centre and Home zone

         Zero 4 flats appears to be through the supermarket car park with car parking spaces

         of 20. In addition the local schools are at capacity as are all the Health Facilities.

5.     Development will result in no local employment. 

6.     Huge impact on Wildlife etc in Gunners Park and on SSI and will compromise the

        existing historic and conservation area.

7.     The comments in the scoping that a build of this size, taking 5 years, will have

         No significant impacts on the surrounding areas both during construction and

         when completed lacks credibility .

8.     The website advertisement regarding the Health Centre is incorrect. GRA has been told that this health centre will not be built

9.     The planning diagrams on the Garrison Gardens website are somewhat fraudulent in respect to landscaping etc, the “masterplan” will struggle to provide all promised development within the area

10.  Development will cause unacceptable density within the area, especially in regard to schooling, policing, health services and impact on roads. Local schools are at capacity, as are all health facilities.

11.  Increased criminality: with car parking designed to be underneath housing areas, this design has in other areas increased levels of car crime. 

Arrangements will be advised for the meeting on July 20th 2020.

4.     Cart & Wagon Shed update

The Estuary Festival 2020 is scheduled to take place 17th September to 18th October 2020

The Cart & Wagon Shed is to be used for exhibits, with a temporary café.

An update on building work progress is expected in August.

The SCCT is hoping to take control of the Cart & Wagon Shed at the end of the festival. Initial funding of £41,000 has been granted.

It is not expected that the new centre will be operative until 2021. Definitive details of usage and business plans are to be revealed. 

Copies of SCCT new plan for Shoebury were distributed.

In the interim Fowler and Spenceley has produced a draft letter to be sent to Garrison residents to ask for nominations for directors of SGMCL. The possibility of having AGMs for GRA and SGMCL on the same night is being explored (possibly in September).

Landscaping: The benches that have been removed from the West Gate open area have been donated to Little Havens Children’s Hospice

The fault in the cable for 4 bollard lights alongside Equinox apartments (in Parade Walk) has been located and repaired.

Parade Walk: Following anti-social behaviour, permission was granted for the 4 Outlook block owners to erect CCTV warning notices (provided by Cllr Wakefield). Warning notices have been displayed on the footway elevations. As a private arrangement, cameras have been installed on one balcony.

Clock tower mechanism: Maintenance is completed. The contractor has recommended that annual services be undertaken from 2021, at a cost of £250 +VAT

Maintenance: Classic Décor has been asked to quote for spot repairs to decoration in blocks in Horseshoe Crescent & Chapel Road.

Two static metal bollards have been installed at the junction of Hospital and Chesterman Roads, and by Willow Court to deter vehicle access.

Fowler & Spenceley continues to press SBC regarding replacement of damaged posts around the cricket field, and the poor decorative state of the Cricket Pavilion. Final response advises that delivery of replacements is not yet complete, and no date for decoration work has been determined. These matters are “having to be considered along with other facilities by our property team”

Parking and Traffic Issues: SBC Highways department has been contacted regarding the badly faded road markings at the junction of Magazine Road, Gunners Rise and Boundary Way. They have advised that this area is included in the current three-year plan to renew road markings throughout the borough, and that Shoebury is scheduled for 2021-22

Overnight parking of commercial vehicles:  there is no current police policy to prohibit such parking

Parking of camper van in Chapel Road: DVLA has been contacted to reveal vehicle owner

8.     Proposed representation to government regarding Flood Plain

4.   Update on S106 Handover.

The most recent email from Avant Homes (17th Jan 2020) updates as follows:

·       Both sea wall transfer and deeds of grant are waiting on SBC for approval of proposed remedial works and

·       Anglian Water has agreed to a reduced number of amendments for the deed of grant.

She has assured SGRA that once approval is returned to Avant Homes, they will deal with it quickly

Cliff has attempted to contact Amanda Rogers at SBC several times, with no response.

5.   Report from Managing Agents, Fowler & Spenceley.

Robert Fowler presented the report from the managing agents.

With continuing monitoring of the Care Group’s operations, the most affected areas of communal greensward are showing signs of improvement.

Following contact with Avant Homes regarding damaged fencing on the pedestrian way around the coastal walk (near to Outlook), Avant Homes agreed to fund repairs.  However, the repairs were completed by SBC in the last week.

Advice is being sought from SBC Planning Dept regarding removal of the rubbish bin at West Gate. Reply required.

Parking issues: further complaints have been received from residents in Parade Walk regarding inconsiderate parking, causing inconvenience. Following measurement of road widths & comparison against other SBC roads, it seems unlikely that any application for yellow lining would be successful, even if the road were to be adopted. The next step will be a consultation with all residents of Parade Walk for opinions on prohibition of all parking.

4 bollard lights alongside Equinox apartments (in Parade Walk) have ceased operating. GP Mason Electrical has been asked to locate & rectify the fault.

Anti-social behavior in Parade Walk: there have been a number of incidents involving egg & stone throwing at windows. Police have been informed: residents are asked to report any further incidents to them directly. A possible solution could use CCTV cameras installed by the blocks.

Clock tower mechanism: one clock face is not working, due to motor failure. Proposals have been obtained from the original clock maintenance company.  In view of the age of the mechanism, they suggest that all four motors should be replaced, as well as the PCB in auto start unit. The cost is quoted as £1294 + VAT. Given the specialist nature of the work, and the company’s past knowledge of the clocks, work has been commissioned. 

Buildings maintenance: low-level damp eradication work to Block M (Horseshoe Crescent) is nearing completion; replacement of the opening mechanism for the roof light in the communal stairwell at Magazine Mews has been completed

In recent months several complaints have been received regarding deterioration of external decorations in blocks in Horseshoe Crescent & Chapel Road, which were repainted in 2016. The leases stipulate that SGMCL must complete such decoration work every 5 years, and the blocks are not due to be redecorated until 2021. It is proposed that the relevant admin should begin in summer 2020, so that work can be commissioned in early 2021. In the interim, spot repairs will be considered.

  1. Chairman's Report.

Chris Coomber reported that the Committee has been actively involved with the Managing Agents, Fowler & Spenceley, to ensure that the Garrison site and infrastructure continue, within the budgetary constraints, to be maintained and where possible, improved.

In the past 12 months major development has been a common theme. In February the GRA and Councillors met with Garrison Developments regarding their proposed planning application for a trade park / industrial area on the Garrison site. Following this meeting, the application was withdrawn. In the coming months we will see the opening of a Lidl supermarket; this development was approved after local opposition

During the year, Garrison Lofts has been completed – a residential development in a vacant commercial building.

Committee members are participating in the Coastal Community Team initiative. Significant funding has been set aside and SBC are going to tender for internal works at the Cart and Wagon Shed. It is hoped that these works can be completed for temporary housing of the artistic company Metal – who are organizing the Autumn 2020 Estuary Festival.   1. Report by Gunners Park Ranger*

Andrew Armstrong reported that 2019 had been a very buoyant year for Gunners Park. Many migratory birds were stopping over to feed and rest on the way to the Arctic, and an increased number of unusual birds were sighted. New and rare invertebrates were identified.

Residents were asked to assist in maintaining this Improvement by encouraging control of dogs and liaising with the ranger teams to identify and discourage any harmful activities.

  1. Treasurer's Report.

Phil Coombe presented the Treasurers report. The Association has a balance in hand of £807.

GRA pays for printing and Web Hosting fees.

 

  1. Update on S106 Handover.

Chris Coomber thanked Richard Spence for his tenacious contribution in pressing Avant Homes for information.

Considerable progress has been made. Items remaining for completion are drainage adoption; seawall transfer and adoption of the coastal path. Drainage adoption is an ongoing issue between Anglian Water and SBC regarding the protected nature of the site, which is being progressed by legal advisers; currently, open items relate to corporate approvals. No specific problems are identified regarding seawall transfer and adoption of coastal path.

  1. Election of the Chairperson, Officers and Committee Members.

There have been no nominations, and no one came forward at this point.

  1. Report from Managing Agents, Fowler & Spenceley.

Robert Fowler presented the report from the managing agents.

Fowler & Spenceley continue to work closely with the GRA and attend regular committee meetings, although they act on behalf of Shoebury Garrison Management Company (“SGMCL”) and maintain contact with their board. Most recently Fowler & Spenceley were appointed as Company Secretary to SGMCL which enables them to sign Certificates of Compliance and Transfer Deeds to circumvent a bottleneck for owners when properties are sold.

Key projects over the last 12 months

  • Internal redecoration of Gunners House

  • Specify and tender work to replace manually operated roof light in Magazine Mews block

  • Specify and tender work to remedy damp within one of the Horseshoe Crescent blocks

Inspections

  • Carry out weekly visits to The Garrison: to identify housekeeping needs

  • Respond to reports and concerns of residents

Contractors

  • Monitor performance of contractors: particularly on landscaping works

  • Annual arboreal survey completed, and recommended work carried out

  • Mechanical sweeping of roads and gully emptying: to be completed in December

Estate Work

  • Repair and painting of all lamp columns on all adopted roads and communal parts

It is expected that works will be completed within the agreed annual financial budget

General

Post-handover, it will be necessary to revise the prospective SGMCL board, as some former prospective members have moved away. These are unpaid posts, open to all shareholders in SGMCL. The aim is to create a board that is representative of all parts of the Garrison. We invite expressions of interest from people who are willing to take on responsibility for the company: anyone requiring further information or discussion should contact Michael Stiers or Robert Fowler at Fowler & Spenceley.

  1. Ward Councillor and Police

Councillor Anne Chalk and Matthew Hall (Police) responded: to questions from residents.

  • Damage to Private Roads from Future Development: it was noted that Chapel Road may be damaged from traffic to the Wet Suit Outlet. SBC has refused to implement Planning Control orders on size of permitted vehicles

  • Parking in Chapel Road, parking by Wet Suit Outlet, commuters and commercial vehicles on site: in the absence of parking restrictions and following two parking surveys, there is not sufficient interest to implement enforcement processes

  • Plans for the Chapel to become a retail outlet has been shelved as the business interest has moved to USA

  • Gym building, which was intended to be free for first 200 residents, was declared to be non-viable commercially and has been purchased by Ian Holms. It is understood that permission for residential use is to be applied for.

  • Traffic situation on Campfield Road was questioned in light of the Lidl development: Councillor Chalk said that traffic lights had been included in previous plans for end of Campfield Road and Councillor Jarvis had requested that contribution should be sought from Lidl. Councillor Chalk will investigate further.

  • Problems on New Barge Pier Road from “boy racers” in cars and motor bikes, plus parking in the unused bays at night: use of restrictive barriers (speed bumps and blocks) was to be investigated.

  • Area by West Gate: ownership and responsibility for maintenance was questioned. Title has not yet been traced.

  • Broken fence on sea front (Outlook block): Avant Homes has agreed to pay for repair

2.   The minutes of the meeting of the 9th September 2019 were agreed and accepted.   

Fowler and Spenceley report was dealt with next to enable Robert to leave.

       Grass repair schedule - the third dressing of the lawns has been delayed until the

       Spring because of the earlier dry weather. Gulley clearing will take place probably

       in early December after the majority of the leaves have fallen. Any replanting next

       year needs to be monitored more closely regarding watering.

       Highway maintenance-

       The paving in Parade Walk has been repaired, the manhole covers in Chesterton

       Road have been repaired. The suitability of the manhole covers throughout is to

       be reviewed. A post is to be installed by Willow Court to replace the rock at the edge

       of the garden. Following the garden wall at the junction of Chesterton/Hospital

       Road being partly demolished again the possibility of installing bollards to avoid

       this happening again was discussed.

       The recently fitted reflective mirror fitted at the end of Chesterton Road is deemed

       to be a success if a little small.

       Next year's budget - Robert enquired whether any extra jobs needed to be added

       to the present schedule. Consensus was that a little more landscaping would be

       beneficial and also to increase the sinking fund to allow for larger tasks.

       F & S have contacted Southend Council to highlight the need to replace the posts,

       which have been damaged, around the cricket field, they have had confirmation

       that this will be done.

       F & S have received a request from a resident in Horseshoe Crescent who wishes

       to organise a firework display in the Crescent. Apparently he has his own Public

       Liability Insurance and Pyrotechnic Certificate. It isn't within the remit of either

       F & S  or the GRA to give approval, Phil was to report this back with the suggestion

       to ascertain what exactly is covered by the  Public Liability Insurance.

      

 3.   Cart and Wagon Shed - The Estuary Festival is to take place from the middle of

        September 2020. The council anticipates that Art Works and Installations will be

        displayed in the Cart and Wagon Shed, the Boat Shed and the two Quick Fire

        Batteries. Councillors Jarvis and Cox are working on this with members of the

        Council as this will require at least partial completion of the Cart and Wagon shed.

 

 4.    Funding to challenge S106 handover delay . With the ongoing delay and seeming

        impasse regarding the handover between Southend Council and Avant Homes a

        discussion took place as to viability of raising funding to take some sort of legal

        action to try to come to some conclusion. A number of options were put forward

        all of course requiring asking all residents to contribute. In the meantime we are

        continuing to press both Southend Council and Avant Homes for a speedy

        outcome.

 

6.     AGM - To take place on Monday 25th November 2019 7.30 PM at Hinguar School

        Hall.  Daniel has agreed to arrange printing of the Flyers and Phil to post the other

        Documents on the web page. Pam to update these and send to them and arrange

        distribution. Our Councillors, Gunners Park Ranger and a Police rep to be

        invited to attend. Meeting also to be posted on Facebook.

 

7.     Development Plans - Garrison Developments are intending to submit a new set

         of plans for the land adjacent to New Barge Pier Road - previously planning

         permission granted  for 172 houses , with various conditions relating to flood

         risks. The new plans are for 242 dwellings, off ground , plans to be ready for

         submission by December. There is to be reassessment of the flood risk.

         Garrison Developments to be invited to the AGM.

 

8.      AOB.  Apparently the lease for the proposed Cafe on East Beach has reverted

         to the Council Development Department.

2 .   Minutes of the Committee Meeting of the 15th July were approved as correct .

3.    Cart and Wagon Shed - Update by Chris following the last meeting of the SCCT ;

       Following Major Hill 's death we can confirm that all the Royal Artillery artefacts are

       to be made available for use in the Cart and Wagon Shed. It is proposed that the

       Cafe part of the development is to be completed and in use before completion of the

       Remainder of the facilities. There are still issues about what is to happen to the roof

       Lines of the building because these have to remain visible as this is the reason for the

       Listing and is apparently the only remaining cast iron type of this structure left in the

       Country. At present there are no definite plans.

 4.    S 106 Handover - Fowler and Spenceley have been engaged by Avant Homes as

        Company Secretary. They have authorised the cut back of greenery on Parade Walk

        and repairs to the Boat House. On the actual S 106 handover there has been no progress

        whatsoever.

5.     Fowler and Spenceley Report - The annual tree survey is to take place in the next few weeks

         and the next walkabout to review the Landscaping is to take place on the 19th September,

         Chris and probably Peter will attend. Two trees need to be removed in St. Georges Lane.

         M. Kennedy has raised concerns regarding man hole covers in Parade Walk, Chris has

         requested that all the Man hole covers throughout the Garrison be reviewed. Also the

         shrubs along Warrior Square, Chapel and Mess Roads need cutting back. The land

         in Chesterton and Hale Roads that had some bark laid needs further attention. All the

         above were noted; to be attended to.

6.      Anti Social Behaviour - There have been some problems, predominately with youths

          gathering on the cricket field and leaving considerable litter. Otherwise comparatively

          little. The pigeon and fox feeders in the Horseshoe continue to annoy.

          Possibly the most annoying anti social behaviour is inconsiderate and dangerous

          parking around the Garrison and the seeming increase in the parking of commercial

          vehicles, against which  there are restrictive covenants throughout the Garrison.

 7.      Development Plans - various plans for extensions mostly on the rear of properties

          one on Warrior Square Road on the side and rear. Garrison Developments are to submit

          new Plans for the proposed Development on New Barge Pier Road, yet to be seen.

          LIDL to use the roundabout by the school as access to their site.Garrison Church not going                             

           to be used as a retail outlet due to Mr. Homen s new business plans.

3 Cart & Wagon Shed

Following Chris’s meeting with CCT, the £850,000 budget was confirmed, with work anticipated to start in the very near future. Target completion date is September 2020, to tie in with the Estuary Festival (which will run mid-September to mid-October). There are no definite plans beyond the proposed café & archive provision. The possibility of using ammunition bunkers & the Heavy Quick Firing Battery for festival activities is being explored by Metal, in conjunction with Paul Jenkinson (Southend BC).

The CCT meeting included a presentation by the Shoebury Watermen’s Association, to relocate the East Beach Boat Compound to a more secure location in the bottom car park (near to Qinetiq).

A land train will operate from East Beach to Southend Kursaal from 23rd July.

4 S106 Handover

Remains unresolved. Richard has attempted to contact Avant Homes & has received no response.

5 Fowler & Spenceley Report

A written report was received.

Landscaping: the first two (of three) stages of rejuvenation of grassed areas has been completed. A definite improvement has been seen; it is hoped that there will be further improvement when the final stage is complete. Peter noted that hedges need trimming at Gunnery House & Magazine Mews: it was suggested that more supervision is needed: Peter will contact Michael.

Renovation of the cannon plinths is in hand. Block paving around Horseshoe Crescent cannon has been cleaned mechanically to remove moss growth.

In adopted landscaping, another request has been made to SBC Parks Dept to cut back vegetation overgrowing the pavement near to the cricket pavilion. The requests have not been acknowledged

Parking issues continue in Parade Walk.

20mph speed limit signs in Magazine Road are facing the wrong way.

Ownership of bench in West Gate area: requests have been made to Land Registry for a title plan to confirm ownership of the bench opposite the chapel & the West Gate area. Response is awaited.

Chris noted that there is subsidence in Parade Walk by the Drill Shed: ironwork is standing proud.

6 Anti-social Behaviour

Some gathering of youths with bikes & scooters on the cricket field, & leaving litter has been noted.

There have been complaints of constantly barking dogs in Ashes Road. Advice is to identify where the dog is situated & contact the Southend BC Noise Abatement department, who will attend.

7 Development Plans

No further news.

8 AOB

A request was received from Phil about another Firework evening in the Horseshoe: the organiser should liaise with Fowler & Spenceley to confirm that appropriate Public Liability insurance is in place and to obtain permission. It was noted that GRA has no jurisdiction in this matter.

Peter to follow up replacement of shrubs that were removed by the Water Board from the steps by Willow Court.

The budget from Southend Council has been confirmed as £840,000.  £240,000 is to be released in the 2019/20 Budget; the remaining £600,000 will be released in the year 2020/21.

Chris & Pam (Deakin) are to meet with John Budge & David Hadjicost (directors of CIC) on Thursday 16th May.  We are hoping to get more definite answers as to what the building will house & what the building infrastructure will be; how the build project will be managed & whether there are any planned timings.

 

4               S106 Handover

Richard had contacted Jo Massey (Avant Homes).  There is no further movement with Southend Council, as they are still insisting Avant make further repairs to the sea wall.

Jo Massey has said that they will update to the Managing Agent when there is any further movement.

Chris is to contact Tony Cox (new leader of Southend Council) & also our new councillor, Steve Wakefield, to attempt to push this matter forward.

 

5               Fowler & Spenceley Report

Eucalyptus tree in Brigadier Way has been reduced effectively.

The decorations in Gunners House are now complete

Lamp post painting will be completed within the next 2 weeks

Complaints have been received of poor lighting in Warrior Square Road by the Terraces corner: the difficulty is absence of cabling in this part of the road. Alternative solutions are being considered.

Parking problems continue on Parade Walk; these will continue until a Parking Control solution is activiated.

 

6               Anti-social Behaviour

The café “Beside The Sea” was broken into recently. The owners were very disappointed at the poor police reaction.

There has been evidence of drug dealing in the beach buildings at the edge of Gunners Park. Police are aware.

There has been an increase in graffiti in the (big) children’s playground.

The corner opposite the Chapel continues to have a high level of dropped litter. Chris asked Fowler & Spenceley to discover the ownership of this land.

 

7               Development Plans

Garrison Developments has indicated that they will not pursue the planning application for industrial development, but intend to pursue housing possibilities.

At present Lidl hasn’t submitted a planning application for their store.

 

8               AOB

Pam Dewey asked for the date of the Salvation Army’s Garrison Carol Service.

The Committee to contact Steve Wakefield, to introduce ourselves to the new councillor.

Sharman Cox intends to make a film on the Garrison, possibly using the chapel & the Drill Shed, & asks for permission to film. Ian Holms name was given as contact for this permission.

3. Cart & Wagon Shed - Following information received at the recent CCT meeting regarding

    the budget received from the council and the staging of the payments into Paul Jenkinson 's

    Budget and the apparent discrepancies, Richard is to contact Nick  Ward for clarification.

 

4.  S106 Handover - No further news.  A   discussion took place to ascertain if there are any further    

     Routes that we can take to obtain the Handover, as Avant are clearly ignoring their own rules

     about the handover. There was discussion of the possibility of writing another letter to Avant

     asking  why they can't hand over the Garrison element of the S106 as the fractious issue of

     the sea wall has no bearing on this.  Richard also agreed to ring Jo Massey to possibly arrange  

     a  meeting at their Head Office,

     Chris agreed accompany if this meeting was possible. Michael also agreed to contact MOAT,

     to get the date when the last Housing Association house was occupied.

 

5.  Spenceley and Fowler Report -The program for the  Renovation of the grassed areas

     around the Garrison has begun, having acquired the prescription for the chemicals from the

     Green Keepers at the Golf Club. The painting of the Street Furniture is now completed. Paul

     Jenkinson at Southend Borough Council has asked for the paint information for use on the

      Lamp Standards on the adopted roads.

     The redecoration of Gunners House has started, F & S to check progress.

     There is has been a report of a caravan parked behind Magazine Road, to be investigated.

 

6.   Anti Social Behaviour - There have been some reports of cars and bikers being a nuisance.

      These have been videoed and the police were called and attended. All appears to be quiet

      at the Shoeburyness Hotel following the reopening.

 

7.   The meeting with Garrison Developments, due to take place with Chris, has been postponed.

      Their intention is to come up with another plan.

       Work has commenced on the four two storey houses opposite the church.

       LIDL has distributed information regarding their proposed supermarket opposite the

       Health Centre. Planning permission has not been granted, as yet.

       There has been a planning application submitted for a house behind the church.

       There is a possibility that the church may be used as a clothing outlet.

       ZThere has been no response to the question regarding the fire risk in the Wet Suit Outlet.

 

8.    AOB - The patch of land at the end of Boundary Way which is neglected, belongs to Number 1

       Boundary Way. New owners have very recently moved in.

       Haven 's Hospice half marathon is due to take place in June. Arrangements to be monitored .

       The Eucalyptus Tree in Brigadier Way needs urgent attention. To be followed up

2.   The minutes of the meeting of the 14th January 2019 were agreed and accepted.

3.    Cart and Wagon Shed - Richard reported that the council had approved and allocated     

       Funds of £825,000 from their 2019/20  Budget, enabling the project to proceed. The

       Proposed plans were available to view, these include provision for a cafe, admin

       Office, Garrison Archive and other items of local history and space for education and

       Events. Cliff requested further clarification of the nature of any useage. Chris is

       to pursue this and define how we will liaise with the Shoebury Residents Assocation

       and Coastal Community Team. Further information is to be obtained on who is to

       lead  the project before the internal fit begins; there is considerable work to be

       undertaken on the legacy metalwork.

 

4.    S106 Handover - There are no further details or information from Avant Homes. Cliff

        reported that it's now felt at the council that there are more problems with the sea

        Defences than they had realised; the sea wall if failing , the drain holes have not been   

        cleared which will have an effect on Shoebury Common flood defences. The council

        are 18 months behind with the work on defences and there is no maintenance plan

        in place.

        Following their request for prospective directors for the SGMCL when the handover

        happens, Fowler and Spenceley have received one response.

        We are to ascertain whether Avant Homes have outstanding planning permission

        for any residential units on the Garrison, if not Avant has no reason at all not to    

        complete the handover.

         

5.     Spenceley and Fowler Report - The redecorating of the Street Furniture has started

        in Gunners Rise and will continue throughout  the Garrison.

        The Grassed areas around the site are in urgent  need of attention. We have taken

         specialist advice on  the best course of action to improve the areas quickly. The

         General maintenance continues around the site. The bollards in the Horseshoe

         which have been damaged are to be repaired.

         There have been complaints about parking by the Wet suit Outlet, to be investigated.

 

6.      Anti-Social Behaviour . No particular problems seems to have occurred this month.

7.     Parking Issues - Parking problems have been reported in St. Georges Road

        and Parade Walk from employees of the Telecom Unit, to be investigated.

        Around other areas of the Garrison, where there is  allocated parking, it was

        suggested that the parking bays be relined to avoid confusion. The managing

        Agents to arrange this.

 

8.    Development Plans - Chris had met with Harry and John from SRA and with

       Garrison Developments to discuss the proposed industrial development; a

       full discussion took place which made Garrison Developments aware of the

       negative feelings  against the plans. Garrison Developments have decided

       to withdraw the plans and will replace with residential plans.

       Lidl have obtained a contract to build a supermarket opposite the health centre

       however planning permission is needed before any action can be taken.

 

9.     AOB - GRA Funds. Phil informed us that we have approximately £750 in

        our account.

 

Next meeting Monday 8th April 2019 at 7.30 pm  Hinguar School is still

unavailable and this meeting also falls in the Easter Holiday venue at present

to be arranged.

2.  Minutes of AGM 26th November 2018 : The minutes were approved after the correction to

3.  Proposed Commercial Development of 9 units Class B1/B8; 1 retail and 1 special unit.

     This item was taken to the end of the agenda to avoid taking excess time of the managing    

      Agents.

 

4.   Cart and Wagon Shed.  Despite the efforts of the Coastal Community Team to raise

      money to effectively fit out the empty shell there appears to be no way forward. The

      position of the local authority is now being looked at again with the hope that they will

      Include it in the 2019/20 Budget. The Council had called a meeting with Mr. Hadjicos

      regarding the removal of the artefacts from the Garrison Church without prior permission.

      This was apparently done in good faith and they are being safely stored in readiness

       for display in the Cart and Wagon Shed.

 

5.    S106 Handover - It would appear, that despite the news at the end of the year that

       the handover was imminent, [1] that due to more problems with the sea wall that there

       is no firm date in sight. The Committee agreed that it is again time to contact Avant

       Homes to complete the Garrison part of the S106 without the sea wall problem being

       finalised, as this has no direct bearing on us.

 

 

6.    Fowler and Spenceley Report. Car Parking - following a period of  calm, recently there

       have  been complaints regarding inconsiderate parking in Parade Walk that may require

       the issuing of further reminders. There may be a relaxation of parking controls on certain of the

       roads around the station, it remains to be seen what impact this may have in Hospital Road

       and Chapel Road. Unless some form of parking enforcement can be agreed upon this is

       likely to be a recurring issue.

       Street lighting to un-adopted roads. Following completion of the  LED conversions we are

       now progressing with the painting of the columns and associated street furniture. Earlier we

       contacted AkzoNobel  for advice on the most suitable material to be used. They provided,

       free of charge, a specification of works based on the detailed schedule we had prepared

       listing the items requiring attention. We have received 3 quotes the best from

       GM Decorating Ltd of Southend we are to advise these to proceed this spring , whilst we

       will oversee these works, much of the supervision will be undertaken by AkzoNobel, who

       will do so at no cost as long as their materials and approved contractors are used.

       Unfortunately it was not possible to convert the Bollard lighting to LED lamps and would

       therefore be necessary to replace the entire bollard which is cost prohibitive, at present

       this part of the project will be on hold.

       2019 Service charges were issued in the week ending 12th January we have had a good

       response so far. A note was included with requests regarding the proposed handover of the

       SGMCL to the Shareholders and expressions of interest regarding director roles sought.

       On a general level we continue to reply to any questions from residents on all matters and

       continue with  the various maintenances.     

      

7.    Anti Social Behaviour - On the whole there has been fewer incidents recently apart from

       a few reports of cars being broken into which apparently has been rife across Southend,

       The boy racers are still about mostly on New Barge Pier Road with occasional trips into

       Gunners Park.

 

8.    Committee Responsibilities - following a discussion it was agreed that it would be

        beneficial if some committee members concentrated on specific areas - Volunteers

        came forward for;

        Anti-Social Behaviour - Richard Spence.

        Sea Defences - Cliff Marshall

        Roads. - Simon Wright and Jason Britchford

        Landscaping. - Peter Farrington and Jason Britchford

        Cart and Wagon - Chris Coomber, Richard Spence and Pam Deakin

 

3.     Proposed Industrial Development was discussed. The overwhelming  feeling was that

        It was totally unsuitable on virtually every level, traffic, unsuitability on the edge of a

        Conservation area, children's safeguarding being so close to the school, flood plain,

        The plans posted bear no resemblance to the site. Chris has been in discussions with the

        SRA and they also object on all levels. It was decided that we would go ahead with an

        emergency public meeting on Friday 18/1/2019 at 7.00 pm at Hinguar School.

        All our local Councillors are due to attend.

2.  Minutes of AGM 26th November 2018 : The minutes were approved after the correction to     

     include the presence of Simon Wright at the meeting.

 

3.  Proposed Commercial Development of 9 units Class B1/B8; 1 retail and 1 special unit.

     This item was taken to the end of the agenda to avoid taking excess time of the managing    

      Agents.

 

4.   Cart and Wagon Shed.  Despite the efforts of the Coastal Community Team to raise

      money to effectively fit out the empty shell there appears to be no way forward. The

      position of the local authority is now being looked at again with the hope that they will

      Include it in the 2019/20 Budget. The Council had called a meeting with Mr. Hadjicos

      regarding the removal of the artefacts from the Garrison Church without prior permission.

      This was apparently done in good faith and they are being safely stored in readiness

       for display in the Cart and Wagon Shed.
