2 Minutes of the meeting of 17th June were agreed & accepted as a true copy.
3 Cart & Wagon Shed
Following Chris’s meeting with CCT, the £850,000 budget was confirmed, with work anticipated to start in the very near future. Target completion date is September 2020, to tie in with the Estuary Festival (which will run mid-September to mid-October). There are no definite plans beyond the proposed café & archive provision. The possibility of using ammunition bunkers & the Heavy Quick Firing Battery for festival activities is being explored by Metal, in conjunction with Paul Jenkinson (Southend BC).
The CCT meeting included a presentation by the Shoebury Watermen’s Association, to relocate the East Beach Boat Compound to a more secure location in the bottom car park (near to Qinetiq).
A land train will operate from East Beach to Southend Kursaal from 23rd July.
4 S106 Handover
Remains unresolved. Richard has attempted to contact Avant Homes & has received no response.
5 Fowler & Spenceley Report
A written report was received.
Landscaping: the first two (of three) stages of rejuvenation of grassed areas has been completed. A definite improvement has been seen; it is hoped that there will be further improvement when the final stage is complete. Peter noted that hedges need trimming at Gunnery House & Magazine Mews: it was suggested that more supervision is needed: Peter will contact Michael.
Renovation of the cannon plinths is in hand. Block paving around Horseshoe Crescent cannon has been cleaned mechanically to remove moss growth.
In adopted landscaping, another request has been made to SBC Parks Dept to cut back vegetation overgrowing the pavement near to the cricket pavilion. The requests have not been acknowledged
Parking issues continue in Parade Walk.
20mph speed limit signs in Magazine Road are facing the wrong way.
Ownership of bench in West Gate area: requests have been made to Land Registry for a title plan to confirm ownership of the bench opposite the chapel & the West Gate area. Response is awaited.
Chris noted that there is subsidence in Parade Walk by the Drill Shed: ironwork is standing proud.
6 Anti-social Behaviour
Some gathering of youths with bikes & scooters on the cricket field, & leaving litter has been noted.
There have been complaints of constantly barking dogs in Ashes Road. Advice is to identify where the dog is situated & contact the Southend BC Noise Abatement department, who will attend.
7 Development Plans
No further news.
8 AOB
A request was received from Phil about another Firework evening in the Horseshoe: the organiser should liaise with Fowler & Spenceley to confirm that appropriate Public Liability insurance is in place and to obtain permission. It was noted that GRA has no jurisdiction in this matter.
Peter to follow up replacement of shrubs that were removed by the Water Board from the steps by Willow Court.
