2. Minutes of AGM 26th November 2018 : The minutes were approved after the correction to

include the presence of Simon Wright at the meeting.

3. Proposed Commercial Development of 9 units Class B1/B8; 1 retail and 1 special unit.

This item was taken to the end of the agenda to avoid taking excess time of the managing

Agents.

4. Cart and Wagon Shed. Despite the efforts of the Coastal Community Team to raise

money to effectively fit out the empty shell there appears to be no way forward. The

position of the local authority is now being looked at again with the hope that they will

Include it in the 2019/20 Budget. The Council had called a meeting with Mr. Hadjicos

regarding the removal of the artefacts from the Garrison Church without prior permission.

This was apparently done in good faith and they are being safely stored in readiness

for display in the Cart and Wagon Shed.

5. S106 Handover - It would appear, that despite the news at the end of the year that

the handover was imminent, [1] that due to more problems with the sea wall that there

is no firm date in sight. The Committee agreed that it is again time to contact Avant

Homes to complete the Garrison part of the S106 without the sea wall problem being

finalised, as this has no direct bearing on us.

6. Fowler and Spenceley Report. Car Parking - following a period of calm, recently there

have been complaints regarding inconsiderate parking in Parade Walk that may require

the issuing of further reminders. There may be a relaxation of parking controls on certain of the

roads around the station, it remains to be seen what impact this may have in Hospital Road

and Chapel Road. Unless some form of parking enforcement can be agreed upon this is

likely to be a recurring issue.

Street lighting to un-adopted roads. Following completion of the LED conversions we are

now progressing with the painting of the columns and associated street furniture. Earlier we

contacted AkzoNobel for advice on the most suitable material to be used. They provided,

free of charge, a specification of works based on the detailed schedule we had prepared

listing the items requiring attention. We have received 3 quotes the best from

GM Decorating Ltd of Southend we are to advise these to proceed this spring , whilst we

will oversee these works, much of the supervision will be undertaken by AkzoNobel, who

will do so at no cost as long as their materials and approved contractors are used.

Unfortunately it was not possible to convert the Bollard lighting to LED lamps and would

therefore be necessary to replace the entire bollard which is cost prohibitive, at present

this part of the project will be on hold.

2019 Service charges were issued in the week ending 12th January we have had a good

response so far. A note was included with requests regarding the proposed handover of the

SGMCL to the Shareholders and expressions of interest regarding director roles sought.

On a general level we continue to reply to any questions from residents on all matters and

continue with the various maintenances.

7. Anti Social Behaviour - On the whole there has been fewer incidents recently apart from

a few reports of cars being broken into which apparently has been rife across Southend,

The boy racers are still about mostly on New Barge Pier Road with occasional trips into

Gunners Park.

8. Committee Responsibilities - following a discussion it was agreed that it would be

beneficial if some committee members concentrated on specific areas - Volunteers

came forward for;

Anti-Social Behaviour - Richard Spence.

Sea Defences - Cliff Marshall

Roads. - Simon Wright and Jason Britchford

Landscaping. - Peter Farrington and Jason Britchford

3. Proposed Industrial Development was discussed. The overwhelming feeling was that

It was totally unsuitable on virtually every level, traffic, unsuitability on the edge of a

Conservation area, children's safeguarding being so close to the school, flood plain,

The plans posted bear no resemblance to the site. Chris has been in discussions with the

SRA and they also object on all levels. It was decided that we would go ahead with an

emergency public meeting on Friday 18/1/2019 at 7.00 pm at Hinguar School.

All our local Councillors are due to attend.
