MINUTES OF THE GARRISON RESIDENTS ' COMMITTEE 14TH OCTOBER 2019

1.     Apologies were received from Daniel Puddick, Jonathan Hunnibal, Larry Irwin, Jason Britchford, Simon Wright and Michael Stiers

2.   The minutes of the meeting of the 9th September 2019 were agreed and accepted.   

Fowler and Spenceley report was dealt with next to enable Robert to leave.

       Grass repair schedule - the third dressing of the lawns has been delayed until the

       Spring because of the earlier dry weather. Gulley clearing will take place probably

       in early December after the majority of the leaves have fallen. Any replanting next

       year needs to be monitored more closely regarding watering.

       Highway maintenance-

       The paving in Parade Walk has been repaired, the manhole covers in Chesterton

       Road have been repaired. The suitability of the manhole covers throughout is to

       be reviewed. A post is to be installed by Willow Court to replace the rock at the edge

       of the garden. Following the garden wall at the junction of Chesterton/Hospital

       Road being partly demolished again the possibility of installing bollards to avoid

       this happening again was discussed.

       The recently fitted reflective mirror fitted at the end of Chesterton Road is deemed

       to be a success if a little small.

       Next year's budget - Robert enquired whether any extra jobs needed to be added

       to the present schedule. Consensus was that a little more landscaping would be

       beneficial and also to increase the sinking fund to allow for larger tasks.

       F & S have contacted Southend Council to highlight the need to replace the posts,

       which have been damaged, around the cricket field, they have had confirmation

       that this will be done.

       F & S have received a request from a resident in Horseshoe Crescent who wishes

       to organise a firework display in the Crescent. Apparently he has his own Public

       Liability Insurance and Pyrotechnic Certificate. It isn't within the remit of either

       F & S  or the GRA to give approval, Phil was to report this back with the suggestion

       to ascertain what exactly is covered by the  Public Liability Insurance.

      

 3.   Cart and Wagon Shed - The Estuary Festival is to take place from the middle of

        September 2020. The council anticipates that Art Works and Installations will be

        displayed in the Cart and Wagon Shed, the Boat Shed and the two Quick Fire

        Batteries. Councillors Jarvis and Cox are working on this with members of the

        Council as this will require at least partial completion of the Cart and Wagon shed.

 

 4.    Funding to challenge S106 handover delay . With the ongoing delay and seeming

        impasse regarding the handover between Southend Council and Avant Homes a

        discussion took place as to viability of raising funding to take some sort of legal

        action to try to come to some conclusion. A number of options were put forward

        all of course requiring asking all residents to contribute. In the meantime we are

        continuing to press both Southend Council and Avant Homes for a speedy

        outcome.

 

6.     AGM - To take place on Monday 25th November 2019 7.30 PM at Hinguar School

        Hall.  Daniel has agreed to arrange printing of the Flyers and Phil to post the other

        Documents on the web page. Pam to update these and send to them and arrange

        distribution. Our Councillors, Gunners Park Ranger and a Police rep to be

        invited to attend. Meeting also to be posted on Facebook.

 

7.     Development Plans - Garrison Developments are intending to submit a new set

         of plans for the land adjacent to New Barge Pier Road - previously planning

         permission granted  for 172 houses , with various conditions relating to flood

         risks. The new plans are for 242 dwellings, off ground , plans to be ready for

         submission by December. There is to be reassessment of the flood risk.

         Garrison Developments to be invited to the AGM.

 

8.      AOB.  Apparently the lease for the proposed Cafe on East Beach has reverted

         to the Council Development Department.
