1 Apologies

2.   Minutes of 19th July 2021 Meeting

Minutes of the Zoom meeting on 19th July 2021 were agreed as accurate.

3.     Cart & Wagon Shed Update

There is no further progress and the facility is unlikely to be open before Spring 2022.

Pam Deakin to contact CIC regarding proposed usage and opening times, each of which impact local residents:

Robert Fowler to contact Alan Richards at SBC regarding project status.

It is noted that the external areas are showing deterioration.

4.     S106 Handover Update.

No further news. The transfer is waiting for Land Registry to complete. 

The possible completion date of 11th August 2021 has passed: We will continue to chase SBC and Land Registry.

5.     Report from Managing Agents, Fowler & Spenceley.

Robert Fowler presented the report from the managing agents.

Horseshoe Crescent garages will be painted in Spring 2022 and low-level damp in the older blocks will be remedied in 2022, working with contractors. Sec 20 will be actioned as the cost is expected to exceed the budgeted append. There is an issue with 2 blocks, and separate progress will be considered.

Ongoing dispute re Parade Walk damage to a parked car: Robert noted that Fowler & Spencely had not given permission for the parking.

Residents have been informed by City Fibre that broadband cable installations will take place across the Garrison in the near future. Fowler & Spencely has tried to contact City Fibre to get more information about works in the private roads and making good. So far there has been no response and a Recorded Delivery letter has been sent to the CEO of City Fibre.

There is no information as to who will benefit from the installation.

6          Notification of Consultation on Planning from SBC

SBC has issued a new Local Plan which is available online. Comment online or email to localplan@southend.gov.ok.  Replies by 5pm on 26th October 2021

7   Date of AGM 2021

AGM will take place on 29th November 2021. 

8          AOB

There has been anti-social behaviour on Mess Road relating to drug use: police have been informed and have increased patrols.

There have been 2 incidences of fires lit on open ground in Gunners Park and in front of the cricket pavilion, where shutters from the scorebox were removed and burnt.

The Committee wished Chris Coomber a speedy recovery following his recent surgery and hoped he would be back soon.  Best Wishes Chris.

The meeting closed at 8.50pm.
