2 Coronation Picnic
Pam Dewey, Chris Coomber & Pam Deakin will meet on Monday 3rd April to discuss progress.
The Committee agreed to allocate £150 from GRA funds.
3 Update on Handover to Resident Directors
Robert reported that Notices have been sent to the prospective directors with suggested dates for their initial meeting. Latest date is 20th April 2023.
The prospective directors are Noel Morris, Clare Bonner, Richard Spence, Johnathon Hunnibal and John Brooks.
When all directors are on board, Robert will arrange rescinding of the original shares issue of new shares. New share certificates will be issued to property owners. Other formalities – for example relating to owners who cannot find their share certificates – will be put in place.
. It was noted that it has become important that formalities should be completed asap as various matters require attention: specifically, the parking situation throughout the Garrison estate and clarification of the renting out of a residential building in Mess Road for filming, which is causing considerable disruption to residents.
Chris asked Robert to clarify the possible actions available:
Permit parking administered by an external regulator
Estate regulations can be highlighted and implemented more consistently
Liaise with councillors to avoid consequences from council parking restrictions adjacent to the Garrison estate
Liaise with councillors to use Conservation Area and Planning regulations to control commercial use of residential properties.
4 GRA Collapse?
To avoid collapse, it was agreed that greater efforts are needed to increase interest and participation in the GRA at this time of change to resident directors. Committee members hoped that Chris would continue as Acting Chairman and that his canvassing drive should be adopted.
His suggestions are:
A GRA Information Letter: to be posted with the Share Certificates letter
Open a weekly GRA Information Desk in the Cart & Wagon Shed
Place posters in the Café and at Hinguar School
Print flyers
5 Any Other Business
The next walk-round review of the estate is due in 6 weeks’ time.
Nick asked to join the walk-round and highlighted that various areas around the Garrison are defaced by graffiti, including the 5 new houses (which are not within Garrison Estate responsibility). Nick undertook to inform the council graffiti team.
